This is an interesting first. Anyone having had to deal with a Chinese ISP when tracking down a hacker knows what a giant pain in the ass it can be. Basically hitting your head off a brick wall, repeat. Now we find a fine for spamming in China.
The Guandong Communication Administration in the southeast of the country has imposed a 5000 Yuan penalty on a company based in Shenzhen and ordered it to cease its bulk mailings. The company, named Hesheng Zhihui Enterprise Management Consulting, began spamming operations early this year, using email addresses harvested from the Internet. After complaints and an investigation the penalty was imposed. Although the sum is relatively small (a little over $600) it may be seen as an important step by the Chinese authorities in addressing the issue of spam.
This may not seem like much but, this is a start in a positive direction. Spammers suck.
